Stimulating or suffocating?

So, the Senate passes the largest spending bill in history, allegedly to stimulate the economy. Later the same day, the Dow falls nearly 400 points. Good job, guys!

Meanwhile, we keep getting assurances there's no devil in the details of this massive expenditure of public money. After all, it'd be hard to hide obscure provisions in a bill whose total spending figure contains 12 digits, right? Nothing to see here... move along...
